“Pin to top” might be solved with WordPress’ sticky functionality. Look here: Publish -> Visibility -> Stick this post to the front page (check box). You might also (have to) consider a custom field. Either way I think you’re going to have to trick out your theme’s category template a bit.

Truth be told, I’ve never implemented this myself. That said, I remember succumbing to curiosity one evening and wondering off into the internet rabbit hole doing some reading and bookmarking on this and similar idea.

Sorry for just dumping links on you. Evidently there are a couple different ways to go about this. With that said, grasping this solution(s) could certainly come in handy some time on the future. That thought is what sucked me into the rabbit hole to begin with.
