I’m not sure about fair or not but it’s probably not reasonable, nor wise.
Of course, your expectations can be whatever they are – just be willing to pay for them accordingly and/or be aware that you typically get what you pay for.
That said, if your designer is more of a Bartleby the Scrivener type (http://en.wikipedia.org/wiki/Bartleby,_the_Scrivener) and isn’t interested in taking on new responsibilities and new challenges then simply put, they probably don’t belong at a startup.
Build you’re team, not on what they’ve done but on what they are capable of doing.
